i don't know what's been going on with your guys app on the pc version, but it just keeps having these networking issues when my Wi-Fi is totally fine, i have literally reset my network multiple times and for some reason it is still doing the same thing, its not letting me pick the music nor is it letting me choose my stickers, there's even a bug where even the mask is stuck in crop mode, i don't know why that's a thing

This is a very common CapCut PC headache lately, and it is usually not your Wi-Fi at all. What you are describing music/stickers not loading, masks stuck in crop mode all point to the same root problem.
What’s actually going wrong
On PC, CapCut relies heavily on:

Restart CapCut after disabling.
3. Reset CapCut’s local cache (safe, won’t delete projects)

About the mask being stuck in crop mode
That’s a known CapCut PC-only bug tied to cloud sync failing.
